SIOUX FALLS — Four men have been arrested and charged with murder related to the homicide of Paul Billion in August.
Sioux Falls Police Lt. Nick Butler said Monday, Dec. 5, that police believe the homicide was the result of a robbery and that drugs, specifically marijuana, was involved.
Billion, 36, was found on Aug. 19 by family members at his home in the 1300 block of South Duluth Avenue. He’d been dead for a couple of days at that point which complicated the investigations, Butler said.
“This took a lot of time. That’s because of the nature of this business and because of the circumstances surrounding this,” Butler said. “We were behind the eight ball to begin with because this happened a couple days prior.”
The crime was drug related.

“This was a robbery that turned out differently than the robbers or Mr. Billion expected this would end up,” he said.
The four men charged are all from Sioux Falls:
- Gbo Westfort Yuoh, 19, first-degree murder, first-degree burglary and grand theft.
- Thomas Tarley, 18, first-degree murder and first-degree burglary.
- Soteemon Poley, 18, first-degree murder and first-degree burglary.
- Carnell Lavar Jimmerson Jr., 19, grand theft.
Butler said the gun involved was stolen from an unlocked vehicle, which highlights the importance of securing firearms.
“We do have a responsibility, everyone who is a gun owner, that we are keeping our firearms in a safe place, that we’re not leaving them in an unlocked car where an opportunist or a criminal might have a mind to grab that,” he said.
Police Chief Jonathan Thum said the investigation continues into Billion’s homicide. He encouraged residents who may have information to contact police.
“Dots get connected,” Thum said. “People get their memory jogged a little bit or they remember things that they may or may not feel were significant at the time, but now seem pretty significant.”
